WEBINAR: China’s Influence in the Western Balkans
On January 22, 2025, Strategic Analysis organized the first online webinar this year with our Young Leaders‘ Programme members. The discussion focused on the China’s Influence in the Western Balkans.
In recent years, China has significantly strengthened its influence in the Balkans, primarily through economic and infrastructure projects. The region is viewed as a strategic part of the “Belt and Road Initiative”, which aims to enhance trade connections between Asia and Europe. Chinese investments focus on key sectors such as infrastructure (highways, railways, ports), energy, and industry, making the Balkans an important transit hub.
In Serbia, China is one of the largest investors, funding the construction of highways, the Belgrade-Budapest railway, and the revitalization of the Smederevo steel plant. Similar activities can be seen in Montenegro, where China financed a highway connecting Podgorica to the Serbian border, significantly increasing the country’s debt. However, these projects are often criticized for lacking transparency, being overly expensive, and creating a debt trap that increases the region’s dependence on China.
China also leverages soft power to strengthen its image in the region. The establishment of Confucius Institutes, cultural exchanges, and strengthened diplomatic ties contributed to portraying China as a partner without political preconditions. Unlike the EU and the US, China emphasizes „non-interference in internal affairs,“ which is attractive to some Balkan governments.
While China’s activities bring economic opportunities, they also raise concerns about long-term consequences. Critics warn of the erosion of economic sovereignty, low environmental protection standards, and limited local benefits from these projects. Nevertheless, China is solidifying its position in the Balkans, using economic activities as a tool to expand its geopolitical influence in Europe.
